Launching Ceremony of “Harirud; A study of the Basin” Research Paper in Herat
On Thursday February 28, 2019, the Afghan Institute for Strategic Studies (AISS) regional office in Herat, launched research paper titled “Harirud; A study of the Basin”. A number academicians, civil activists, political activists, clergies, University students and media activists participated the event.
This research studies Harirud River, which is the world’s fourth disputed and controversial river basin.
Engineer Ali Ahmad Osmani, former Minister of Energy and Water, Sayed Ali Hosseini, AISS researcher and the author of the research paper and Mohammad Rafiq Shahir, expert on international law, were the speakers of the program. The event was moderated by Arman Ghaderi, professor at Herat University’s Law department.
First, AISS Researcher, Sayed Ali Hussaini, gave a brief overview of the main findings of the research. He also examined the general conditions of Harirud from three, technical, legal and political dimensions. He said water is one of the most fundamental issues that will provide the basis for development in any country, and there are many potentials in the Harirud basin as well. He also said that if these potentials are realized, the need for water in the region will also increase.
Engineer Ali Ahmad Osmani remarked on the importance and value of this research in national and international politics. He continued to address the Afghan government's approach to water issues, and highlighted 11 types of government policies from the past to the present. At the end of his speech, Mr. Osmani pointed out issues that should be addressed in the country's water areas.
The last speaker of the ceremony, Mr. Mohammad Rafiq Shahir, also called for the specialization of this issue and said that water has changed the issue of national security.
