Towards a Political Transition: Mapping Afghanistan’s Democratic Path



The Afghan Institute for Strategic Studies (AISS) is holding a roundtable discussion titled “Towards a Political Transition: Mapping Afghanistan’s Democratic Path” on Monday, June 2, 2025, at the University of Notre Dame, Keough School of Global Affairs, Washington, DC.

The event marks the launch of AISS’s new research report, “The Prospects of Establishing a Government-in-Exile for Afghanistan.” It will focus on the concept of exile governance as a legal, political, and strategic mechanism for democratic transition. Drawing on the expertise of scholars in international law, political science, and diplomacy, the discussion will examine historical precedents, legal foundations, and practical challenges related to the establishment of governments-in-exile. The event will also explore how such a framework could restore legitimate governance in Afghanistan and what structural, diplomatic, and civic efforts would be necessary to sustain it.
